Now that the two sessions are half over, it's easy for deputies to feel tired and slack off. But absence without leave is definitely not excusable. The session is held only once a year. As a deputy to the NPC, you are here on behalf of the people so you are duty bound to attend the session. You must perform your duty well, otherwise you should give up the position.

兩會(huì)已經(jīng)過(guò)去了一半，這時(shí)候代表們比較疲勞，很容易懈怠。但是擅離職守絕對(duì)是不容許的。兩會(huì)一年就開(kāi)一次，作為全國(guó)人大代表，你們是代表人民的，有責(zé)任參加會(huì)議。要履行好自己的責(zé)任，不然就別當(dāng)代表。

It has been reported that some Chinese go to Japan to buy rice and toilet lids, but that doesn't mean Chinese manufacturers are incapable of producing these products. What we lack is creativity. We need to supply all professionals and trades with excellent staff to promote their healthy, sustainable development in an innovative way.

近期有報(bào)道說(shuō)有些中國(guó)人去日本購(gòu)買大米和馬桶蓋，這并不代表我們沒(méi)有能力生產(chǎn)和加工這些產(chǎn)品，而是缺少這樣的創(chuàng)造力，這就需要一批批的優(yōu)秀人員補(bǔ)充到各行各業(yè)去，推動(dòng)每個(gè)行業(yè)的健康、持續(xù)的創(chuàng)新型發(fā)展。

Cats and dogs are human companions that we need to protect with a well-made law. The law would prohibit slaughtering and selling cats and dogs to avoid the formation of a market and an industry for cat and dog meat. The action of slaughtering and selling cats and dogs hurts the feelings of animal lovers. The prohibition would also rise out of concern about food safety and social security because much of the cat and dog meat produced or sold in public has not gone through quarantine inspection.

貓狗是人類的伴侶動(dòng)物，需要一部完善的《動(dòng)物保護(hù)法》來(lái)保護(hù)它們，不允許公開(kāi)販賣宰殺貓、狗，防止將貓、狗肉市場(chǎng)化、產(chǎn)業(yè)化。公開(kāi)宰殺販賣貓、狗，一方面會(huì)傷害愛(ài)護(hù)動(dòng)物人士的感情；另一方面出于食品安全、社會(huì)治安方面考慮，有很多貓狗肉來(lái)路不明，沒(méi)有經(jīng)過(guò)檢驗(yàn)檢疫。

We should make good use of the reclaimed non-potable water treated by sewage plants to build more wetland parks, where young people can have dates.

要考慮利用好污水處理廠處理過(guò)的中水，多建濕地公園，也給年輕人有個(gè)談戀愛(ài)的地方。

The media not only have the duty to entertain the public but also have the duty to improve the audience's aesthetics. They can neither rely merely on ratings, nor should they totally make art into entertainment. Art is art. It should contain entertainment, but sheer entertainment is never art.

媒體不僅有娛樂(lè)大眾的職責(zé)，也有培養(yǎng)觀眾提高審美觀的任務(wù)，不能僅僅依靠收視率，也不應(yīng)把藝術(shù)完全娛樂(lè)化。藝術(shù)就是藝術(shù)，里面應(yīng)該有娛樂(lè)性，僅僅依靠純粹的娛樂(lè)永遠(yuǎn)不是藝術(shù)。

Young people can become smokers by trying electronic cigarettes. Although fewer Chinese teenagers are using electronic cigarettes than in the West, 45 percent have heard of them, and 1.2 percent of middle school students in China have used them in the last 30 days. Stopping Chinese youth from using electronic cigarettes is a must.

在青少年中，電子煙很可能成為吸煙的入門(mén)產(chǎn)品。雖然中國(guó)青少年的電子煙使用率沒(méi)有歐美國(guó)家高，但據(jù)調(diào)查，中國(guó)的初中學(xué)生有45%的學(xué)生聽(tīng)說(shuō)過(guò)電子煙，有1.2%的初中生在過(guò)去30天內(nèi)使用過(guò)電子煙。如何避免中國(guó)的青少年使用電子煙，已成為當(dāng)務(wù)之急。
