China’s disciplinary bodies penalize over 3,700 staff in 2025
In 2025, disciplinary inspection and supervision organs across China filed cases against 4,119 of their own cadres, imposing disciplinary and administrative penalties on 3,763, and transferring 234 to judicial organs, according to an announcement by the Communist Party of China Central Commission for Discipline Inspection and the National Supervisory Commission on Thursday.
Nationwide, these bodies received over 40,200 reports related to disciplinary inspection and supervision officials, processed more than 35,000 of these reports, and conducted 10,840 talks and inquiries with relevant officials.
Among those sanctioned, four were at the provincial and ministerial level, 116 at the prefectural and bureau level, and 746 at the county and division level.
The disciplinary bodies employed the "Four Forms" of supervision and enforcement, a key mechanism in China's disciplinary inspection efforts, to address about 13,900 cadres.

The first form focuses on criticism, education, and rectification through talks and reminders to prevent minor problems from escalating. The second form involves organizational adjustments or light penalties for relatively minor violations. The third form applies heavy sanctions or important post adjustments for serious violations. The fourth form targets serious violations of discipline and law that constitute crimes, involving transfer to judicial organs for investigation.
Specifically, 9,937 cases were addressed through the first form, 3,217 through the second form, 465 through the third form, and 282 through the fourth form.
