離岸創新創業基地 (lí'àn chuàngxīn chuàngyè jīdì): Offshore innovation and entrepreneurship base

On Dec 8, Haikou National Hi-Tech Industrial Development Zone established an offshore innovation and entrepreneurship base to attract overseas talents to start up new businesses in Hainan province.

After China (Hainan) Free Trade Zone was established, more and more overseas talents and foreign enterprises have come to Hainan to seek industrial investment or entrepreneurship opportunities. To respond to their demands, the Haikou National Hi-Tech Industrial Development Zone began to explore a new mechanism for introducing overseas talents.

The new innovation and entrepreneurship base aims to introduce more high-end overseas talents and new technologies to China by breaking the restrictions on overseas talents. Meanwhile, it will promote more hi-tech enterprises "going abroad", and accelerate building Haikou National Hi-Tech Industrial Development Zone into an international innovation and entrepreneurship center.

The base will support overseas talents launching offshore research, trade and service businesses, and explore a new offshore entrepreneurship model that supports foreign and domestic dual registrations. High-end overseas talents will be able to stay abroad to carry out their innovation and entrepreneurship while achieving transformation in the base. Meanwhile, the base will also cultivate special services to promote the accumulation of quality overseas innovative resources.
