Xiamen's Siming district unveils new software and information policies

Siming district in Xiamen released its new three-year action plan on Dec 25 for the high-quality development of the software and information services industry (2025–2027), along with supporting policies.
This plan outlines eight support measures across three key areas: strengthening market entities, increasing production and efficiency, and promoting technological innovation.
The most significant change is the establishment of a comprehensive evaluation mechanism to increase production and efficiency, based on three dimensions: operating revenue, total profit, and employee compensation expenses.
The supporting policies will also strengthen efforts to attract investment. Projects can receive venue support upon implementation, effective investment incentives upon completion of construction, and scale-based rewards once they reach production and contribute to revenue.
Through tiered enterprise cultivation incentives, targeted measures are implemented at different stages of enterprise growth, with maximum rewards reaching 30 million yuan ($4.3 million).
In 2022, Siming led the formulation of Fujian's first three-year action plan for the software and information services industry, refining support measures in key areas such as AI, gaming, and digital marketing.
The revenue of Siming's software and information industry exceeded 50 billion yuan in 2024 and is projected to surpass 60 billion yuan in 2025, achieving an average annual growth rate of 20 percent from 2022 to 2024.
The district's "Smart City Intelligent Systems Industrial Cluster" has also been recognized as a national-level specialized and innovative industrial cluster for small and medium-sized enterprises.
