Comprehensive planning and strategic mission

• Changchun High-tech Industrial Development Zone

Positioning: Attaching importance to new and high technology industries, the zone will promote industry upgrading and transition of urban areas, developing itself into a livable ecological new area that can demonstrate integrated development of the city and its industries.

Scale: With a construction of 48 square kilometers, it will have capacity to hold 500,000 people.

Space distribution: Importance will be attached to an innovation and software industrial park, animation and comics, optoelectronics information, biological medicine, and auto and spare parts.

There will also be two business and trade centers in the zone.

• Changchun Airport Economic Development Zone

Positioning: With importance given to international cooperation and aviation logistics, the zone will be a key area in regional opening-up

and cooperation as an intelligent city in Northeast China for demonstration.

Scale: With a construction area of 79 sq km, it will have a capacity to hold 400,000 people.

Space distribution: Importance will be given to the aviation related industry, health and pensions, international education and information,

winter sports and aviation logistics. There will be a Northeast Asia International Exhibition Center, Northeast Asia International Conference Center, Northeast Asia Cultural Exchange Center and an exhibition hall to display Changchun New Area’s planning.

• Changchun Beihu Scientific and Technological Development Zone

Positioning: With priority given to strategic emerging industry, high-end production and life services, the zone will be an international, modern ecological tourism and entertainment zone.

Scale: With a construction area of 87 sq km, it will be able to hold 550,000 people.

Space distribution: Importance will be attached to high-end equipment, opto-electronics information and biological medicine. It will build the Northeast Asia Land Port, Longxiang International Business Area, an Olympic Sports Center and a cultural park.

• Changde Economic Development Zone

Positioning: With priority given to advanced equipment manufacturing and modern agriculture, it will be an innovative and livable new urban area.

Scale: With construction land of 62 sq km, it will have a capacity to hold 400,000 people.

Space distribution: Importance will be given to general aviation, advanced equipment, top-rate food and engineering machinery. It will build Changbaishan Food Industrial Park and an auto industrial cluster for automotive industries.

The eco-system in cold areas: An objective system for building a cold regional ecological city in Northeast China

Learning from the advanced construction experience of overseas ecological cities such as Canada’s Vancouver, and Germany’s Freeburg, which are located at a similar latitude to Changchun, and with the aim of building an ecological city in China’s cold northern regions, the overall plan will carry out 13 action programs.

These will focus on constructing an ecological pattern that is safe and stable, forming a livable environment and building a green, low-carbon residential living space.

It will build Changchun New Area into an efficient, green and ecological place which not only has natural scenery but also enjoys an excellent environment.
