Article 1 These Measures are formulated for the purposes of accelerating development of the emerging services industry and enhancing the energy level of service economy development.

Article 2 The “newly brought-in” enterprises referred to herein mean enterprises which have industrial and commercial registration in Pudong New Area after January 1, 2011 and whose taxation account administration is located in Pudong New Area. The “newly confirmed” enterprises mean enterprises which have industrial and commercial registration in Pudong New Area before January 1, 2011, whose taxation account administration is located in Pudong New Area and who enjoyed the policies after January 1, 2011 upon approval.

Article 3 When subsidies are specifically granted to an enterprise according to its contribution to Pudong New Area as provided herein, it is required to comprehensively consider actual development demand, economic contribution, technical innovation, employment promotion, energy savings and emission reduction, social credibility, production safety and other factors of the enterprise. The administration will perform comprehensive assessment and evaluation pursuant to a contribution evaluation index system for the enterprise.

Article 4 Where a service outsourcing enterprise pays certification expenses for receiving international certification and pays exhibition stand expenses for participating in influential overseas specialized exhibitions, subsidies will be granted in certain proportion to expenses if expenses are confirmed.

Article 5 Certain subsidies will be granted to newly brought-in service outsourcing enterprises within five years according to their contribution to Pudong New Area if they are confirmed. Certain subsidies will be granted to newly confirmed important service outsourcing enterprises within five years according to their new contribution to Pudong New Area.

Article 6 One-off subsidies will be granted to business outsourcing training bases and practical training bases newly confirmed by Shanghai.?

Article 7 Certain subsidies will be granted to newly brought-in specialized exhibition companies and exhibition service companies according to their contribution to Pudong New Area.

Article 8 Where an influential brand exhibition is continually held in Pudong New Area, certain subsidies will be granted to the hosting enterprise according to the scale of the exhibition if the exhibition is confirmed. Where an enterprise holds international influential high-end business meetings, certain support will be provided according to the scale and influence of the meeting if the meeting is confirmed.

Article 9 Certain subsidies will be granted to newly brought-in specialized service enterprises engaged in technical training, technical test and identification, bookkeeping agency and other businesses within three years according to their contribution to Pudong New Area if they are confirmed.

Article 10 Certain subsidies (including certain subsidies for house purchases or leases) will be granted to newly brought-in law firms, accounting firms, management consultancy companies and talent intermediary service enterprises within four years according to their contribution to Pudong New Area if they are confirmed.

Certain subsidies will be granted to newly confirmed important law firms, accounting firms, management consultancy companies and talent intermediary service enterprises within four years according to their contribution to Pudong New Area.

Article 11 Certain subsidies will be granted to newly brought-in press and publishing enterprises within three years according to their contribution to Pudong New Area if they are confirmed.

Article 12 Certain subsidies will be granted to newly brought-in large specialized advertisement companies within three years according to their contribution to Pudong New Area if they are confirmed.

Article 13 Certain subsidies will be granted to newly brought-in important enterprises engaged in cultural and sports business activities within three years according to their contribution to Pudong New Area if they are confirmed.

Article 14 Certain subsidies will be granted to newly brought-in creativity enterprises within three years according to their contribution to Pudong New Area if they are confirmed. Where a creativity enterprise newly brought in by the Creativity Industry Park of Pudong New Area leases office for its own use, certain lease and decoration subsidies will be granted to the enterprise if the lease is confirmed.

Article 15 Certain subsidies will be granted for newly confirmed public service platform projects built for enterprises in the Creativity Industry Park.

Article 16 Relevant subsidies will be granted to other newly brought-in emerging service enterprises according to the foregoing relevant enterprises if they are confirmed.

Article 17 Supplementary Rules

(1) Where both relevant support provisions of higher authority and these Measures are applicable, the support provisions of higher authority shall always be implemented first. In case of inadequacy compared with these Measures after implementation, these Measures may be implemented as a supplement. The same support recipient may receive more favorable support but may not receive overlapping support.?

(2) Enterprises enjoying support herein shall continuously operate in Pudong New Area for more than 10 years from the year it receives support. If a support recipient is far from meeting comprehensive index assessment provisions, its qualification for enjoying financial support may be revoked and the financial subsidies already granted may be withdrawn.

(3) These Measures shall be implemented as of the day of promulgation.
