Article 1

These Measures are formulated for the purposes of closely following innovation orientation and development transformation, effectively promoting construction of the “four centers” core functional area of Shanghai, encouraging multinational corporations and domestic large enterprises to establish head offices in Pudong New Area, strengthening clustering of head offices and promoting sustainable development of head offices.

Article 2

“Head offices” herein mean newly brought-in head offices, newly brought-in regional head offices and existing head offices.

Newly brought-in head offices mean regional head offices of multinational corporations and head offices of domestic large enterprises established on or after January 1, 2011.

Newly brought-in regional head offices mean companies established by foreign and domestic large enterprises on or after January 1, 2011 for such functions as consolidated management and uniform operation, settlement, and research and development.

Current head offices mean regional head offices of multinational corporations and head offices of domestic large enterprises established in Pudong New Area before January 1, 2011 which still exist at present.

Article 3

These Measures apply to head offices established in Pudong New Area whose industrial and commercial registration and taxation account administration are located in Pudong New Area.

Article 4

Important subsidies will be granted to newly brought-in regional head offices of multinational corporations within a certain period according to the contribution to Pudong New Area made by the enterprises (including their employees).

Article 5

Important subsidies will be granted to newly brought-in head offices of domestic large enterprises within a certain period according to their contribution to Pudong New Area. In addition, certain subsidies will be granted to officers, mid-level management personnel and professional personnel of head offices of domestic large enterprises within a certain period according to their personal contribution to Pudong New Area. Certain subsidies will also be granted to officers, mid-level management personnel and professional personnel of area head offices within a certain period according to their personal contribution to Pudong New Area.

Article 6

When newly brought-in head offices purchase office space for self-use, one-off subsidies will be granted to them in proportion with the purchase price of offices. When they lease offices for self-use, subsidies will be granted to them in proportion to annual rent within a certain period.

Article 7

Pudong New Area encourages current head offices to expand in scale, utilize functions and enhance energy levels. Certain subsidies will be further granted to regional head offices of multinational corporations within a certain period according to contributions to Pudong New Area made by the enterprises (including their employees). Certain subsidies will be further granted to head offices of domestic large enterprises within a certain period according to contribution to Pudong New Area made by the enterprises. Certain subsidies will be granted to officers, mid-level management personnel and professional personnel within a certain period according to their personal contribution to Pudong New Area.

Article 8

Supplementary Rules

(1) Where both relevant support provisions of higher authority and these Measures are applicable, the support provisions of higher authority shall always be implemented first. In case of inadequacy compared with these Measures after implementation, these Measures may be implemented as a supplement. The same support recipient may receive more favorable support but may not receive overlapping support.

(2) In case of inconsistency with the provisions already promulgated by Pudong New Area and these Measures, these Measures shall prevail.

(3) Enterprises enjoying support herein shall continuously operate in Pudong New Area for more than 10 years from the year it receives support. If a support recipient prematurely ceases business and closes, cancels taxation registration and moves out of Pudong New Area, or withdraws capital and becomes a shell company no longer meeting comprehensive index assessment provisions, its qualification for financial support may be revoked and financial subsidies already granted may be withdrawn.

(4) These Measures shall be implemented as of the day of promulgation and shall be jointly interpreted by the Commerce Committee of Pudong New Area and the Financial Bureau of Pudong New Area. Detailed implementation rules will be separately formulated.
