Instead of segregating the sexes, punish those who harass and grope stringently. It needs to be made very clear that the consequences would be draconian - huge financial penalties, jail time and public shaming, in order to scare thugs into behaving in a civilized fashion.
If the consequences were bad enough, more would-be gropers would decide it just wasn't worth it.

I’ve lived in China for quite a considerable time including my graduate school years, travelled and worked in a few cities and still choose my destination taking into consideration the density of smog or PM2.5 particulate matter in the region.
