(I) Enhance promotion capacity of Yunnan urban economic circle.

1. Cultivate the central Yunnan district into an important growth center to benefit the province’s economic development.

2. Speed up the development of equipment manufacturing, modern services and emerging industries in Kunming. Intensify technological innovation, commerce and trade, information, tourism, culture and comprehensive service functions. Promote Kunming as a central city that faces Southeast Asia and South Asia, and serves the vast inland areas in Southwest China.

3. Accelerate the construction of Qujing thermal power and new energy, heavy and chemical industry, non-ferrous metal and new material bases, and the provincial transportation hub and logistics center.

4. Accelerate the development of the equipment manufacturing industry in Yuxi and construct an entertainment and tourism base.

5. Speed up the construction of the green industrial, metallurgy and chemical industry, national culture tourism industry bases in Chuxiong.

6. Vigorously promote the construction of Yunnan urban economic circle, facilitate development of city groups in Southern and Western Yunnan, and rationally guide the city layout in all directions from the center of Yunnan.

(II) Construct open economic belts

1. Give priority to the construction of border economic cooperation areas and cross-border economic cooperation zones, improve construction of infrastructures for cross-border transportation, ports and border roads, and facilitate cultivation of border economic belts.

2. Construct a key border development and open experiment zone in Ruili, and actively support eligible areas to apply for establishing customs special administration quarters.

3. Standardize and promote the development of border inhabitant trade zone, and actively develop bonded zone logistics and cross-border tourism.

4. Facilitate freer trade cooperation with neighboring countries, accelerate construction of electronic ports in Yunnan, promote convenient customs clearance, improve foreign trade soft environment, and elevate port clearance capacity.

5. Continue to support ports’ joint inspection facility and freight yard inspection infrastructure construction. Intensify inspection and quarantine inspection capacity construction, and elevate supervision capacity.

(III) Improve foreign economic corridor

1. Accelerate construction of the Kunming – Hanoi economic corridor on the basis of the Kunming – Hekou expressway and international air harbor.

2. Give priority to develop industrial clusters of modern logistics, mineral mining and processing, and tobacco production and processing.

3. Steadily promote construction of Kunming – Bangkok economic corridor on the basis of the central line of Trans-Asian Railway, Kunming – Bangkok expressway, and Lantsang river – Mekong river international waterway.

4. Give priority to develop industrial clusters of agricultural and forestry products deep processing, biological industry, commerce, trade and tourism service industries, with the carriers of Yuxi, Pu’er, Jinghong, Mohan, and Lincang areas.

(IV) Enhance the bridge role of internal economic corridors

1. Construct the Kunming – Wenshan – Guangxi Beibu Gulf – Guangdong Pearl River Delta economic corridor, on the basis of the Nanning-Kunming railway, Yunnan-Guangxi railway, Guangzhou-Kunming expressway, and Xijiang shipping trunk line. Emphasize the development of characteristic tourism, biological medicines, and mining and metallurgical processing industries.

2. Construct the Kunming-Zhaotong-Chengyueconomic corridor, on the basis of the Chengdu-Kunming railway, Shanghai-Kunming railway, Shanghai-Kunming passenger transport line, Neijiang-Kunming railway, Chongqing-Kunming expressway, and Lanzhou-Mohan No.213 national highway. Give priority to develop clean energy and petrochemical industries.

3. Construct the Kunming-Lijiang-Shangri-la-Tibetan Cangdu economic corridor, on the basis of Yunnan-Tibet railway and Yunnan-Tibet highway. Emphasize developing mineral resources, renewable energy resources, and Tibetan ethnic cultural tourism industries.
