Tian Liwen, president of the Hunan High People's Court, shared experiences in "resolving the problem of difficult enforcement" during "Justices' Talks".

The program was hosted by the information bureau of the Supreme People's Court (SPC) and chinacourt.org, during the national two sessions.

According to Tian, courts in Hunan concluded more cases in 2018 than in any past years. A total of 792,000 cases were accepted by the province's courts, a year-on-year growth of 8.7 percent, and 887,000 were concluded, an increase of 26.6 percent compared to the figure of 2017.

A key year of the campaign of "resolving the problem of difficult enforcement", the case settlement rate notched 92.1 percent and the enforcement cases were valued at 66.39 million yuan ($9.40 million).

He explained during the interview that integrated actions were taken to resolve the problem of difficult enforcement.

The general offices of the province Party committee and the provincial government jointly released opinions on supervision and alerting of defaulters as well as the establishment of punishment mechanisms.

Meanwhile, a conference was held by the Commission for Political and Legal Affairs of the CPC Hunan Provincial Committee to promote the launch of joint punishment and enforcement mechanisms of defaulters with more than 40 enforcement units.

Tian mentioned that all courts in Hunan province have solved the problem of difficulties in gathering information about defaulters' basic property including deposits, real estate, land, automobiles, securities, stocks, bank financial products and online payment accounts, which improved inquiry efficiency and protected the parties’ rights.

In addition to establishing the joint punishing mechanism, courts in Hunan province have also adopted more stringent legal methods to strike defaulters who ignore a judgment.

Tian also discussed issues like online judicial auctions and normalization of enforcement with online users during the interview.
