Changsha county officials held a 2014 project construction meeting on Sep 5, in which they mainly discussed the Public-Private-Partnership operation scheme of the county’s integration of urban and rural public transport.

Public-Private-Partnership, shortened as PPP, is a cooperative financing model between the government and private enterprise in order to offer public products and services. Based on franchise rights, PPP’s operating mechanism is to liquidize the capital stock, stimulate private investment potential and to renovate the investment and financing mode of the infrastructure’s construction.

Changsha county’s integration of urban and rural public transport includes the planning, financing, construction, operation, and maintenance of the transport infrastructure and the operation of bus routes and customer service.

“At a critical time of economic transformation and upgrading, we need to change our concepts, improve our top-level design and advance the integration of city and industry,” said Zhang Qinghong, deputy secretary of Changsha county Party committee and who is also a Changsha county magistrate.

“Changsha economic development zone should play the leading role in Changsha county’s development,” said Li Keming, director of the management committee of Changsha economic development zone.

“Changsha will gradually improve its support facilities, opening a green channel for major projects,” said Yang Yiwen, Party committee secretary of Changsha country and Changsha economic development zone, “The Bus Group will be initially targeted with the building of an investment and financing platform.”
