Chinasourcing Top 10 Service Outsourcing Parks in China 2009 list was released on May 16, 2010. Huaqiao International Service Business Park rank fourth among the list.

Other entities, which have also been listed in Top 10, included Dalian Software Park, Shanghai Podong Software Park, Suzhou Software Technology Park, Xi’an Software Park, Zhongguancun Software Park, Qilu Soft Science and Technology Park, Tianfu Software Park, Changshu Southeast Economic Development Zone of Jiangsu, and Tianjin Binhai Service Outsourcing Industry Park.

The election of Top 10 Service Outsourcing Parks in China was initiated by Devott and chnsourcing.com. 21 model cities and more than 100 pilot parks entered the list of candidates who were representatives of the overall development of the service outsourcing industry in China.

The appraisal and election process went through four stages: data collection, basic analysis, evaluation of parks and selection verification. Considering the specific characteristics of the service outsourcing industry in China, the evaluation system was mainly based on five qualities: environment, service, industry, talent and cost.
