Zhang Guohua led officials of relevant departments to work on site at the Business Park

Yesterday Zhang Guohua, secretary of Municipal Party Committee, led officials of relevant departments to work on site at the Huaqiao International Service Business Park, sparing no efforts in supporting the development of the Business Park. Secretary Zhang pointed out that as the Business Park has entered into the stage of large-scale expansion, all the departments should do their utmost to provide favorable policies for the Huaqiao International Service Business Park, coordinate their work and help the Business Park develop faster by testing their mind, ability and nerve. Ren Xueyuan, Standing Committee Member of the Kunshan Municipal Government Committee and Director of the Administrative Committee of the Huaqiao Economic Development Zone, reported on her work and Vice-Mayor Huang Jian participated in on-the-spot work.

At first, Zhang Guohua conveyed the essence of the speech delivered by Deputy Secretary of Provincial Party Committee and Governor Luo Zhijun at the symposium on foreign trade work of the province. He said that Luo indicated that an important point of strengthening foreign trade is to keep focusing on structural adjustment and an important tool to promote economic restructuring is to develop modern service industry. Meanwhile, Luo emphasized that, against the current situation, the policies in support of enterprise growth can be loosened while still abiding by law and that the bottom line is to slow the pace. All departments should carry forward the essence of the governor’s speech and provide the most favorable policies for the Business Park, so as to give full support for its faster growth.

Zhang pointed out that three aspects should be done to support the development of the Business Park: first, the policy relating to accelerating the growth of service outsourcing industry should be promulgated as soon as possible after considering all the suggestions. Initiated by Development and Reform Commission of Kunshan City and joined by some other departments, this policy is now under research and formulation. It should be based on the actual conditions of the city and uptake the relevant policies relating to promoting the development of cities featuring service outsourcing base made by concerned national departments as well as the policies put forward by Jiangsu Province. At the same time, each article of the suggestions should give clear indication of the department responsible for making sure all the policies are fulfilled. Second, the Huaqiao International Service Business Park should propose the ideas about how to propel the development of financial BPO in accordance with Kunshan’s policy on promoting the growth of service outsourcing industry. The combination of the two policies actualizes both a comprehensive policy and a specific one aiming to one industry so as to accelerate the growth of financial BPO industry. Third, policy in support of growth of headquarter economy should be discussed and developed by the Development and Reform Commission as well as the Business Park, Finance Bureau and the taxation department. The policy should have both general requirements and specific items.

Zhang indicated that the priority of achieving the city's transformation and upgrade is the quality of development is to stimulate modern service industry. For Kunshan, its transformation and upgrading first relies on advancing headquarters economy, opening up marketing channels and building brands, and then exerting more efforts on research and development, at last, clearing the space to attract the “phoenix” (service industry). Among the three, the first two points are more important. At present, cadres of Kunshan City should continue to carry forward the spirit of “being willing, bold and able to act” and take Shanghai’s policy as full reference to build several platforms for the development of modern service industry. Based on these platforms, they should do their utmost to strive for favorable policies and resources to support the development of the Business Park.

Moreover, Zhang worked on 20 specific problems in four categories put forward by the Business Park. Huang Jian also gave his explanation of some of the problems.

The officials of some departments made statements about how their departments are going to support the development of the Huaqiao International Service Business Park. These departments include the Kunshan Development and Reform Commission, the Foreign Trade and Economic Cooperation Bureau, the Finance Bureau, the Bureau of Personnel, the Economic and Trade Commission, the Bureau of Land and Resources, the Bureau of Education, electricity supply companies, the Bureau of Labor and Social Security, the Public Security Bureau, the Kunshan branch of the People's Bank, the Bureau of Construction, the Local Taxation Bureau, the State Administration of Taxation, the Kunshan Customs Administration, the Industrial and Commercial Bureau, the Civil Air Defense Office, the Science and Technology Bureau, the Bureau of Communications, telecommunications companies, the Culture and Broadcasting Bureau, the Health Bureau, the Taiwan Affairs Office and the Foreign Affairs Office.
