Abstract: China is faced with an increasingly complex situation of disease prevention and control, and the total health expenditure has been growing rapidly. However, the overall health financing capacity is very limited, and the financial expenditure burden keeps increasing. In this regard, implementing the “prevention first” policy is the most economical and effective strategy to address the national health issue. We need to strengthen the concept of overall hygiene and health, implement the Health China Strategy across the board, and integrate the health issue into all policies. We need to further strengthen the construction of the public health system, make clear the functional orientation of professional disease control institutions and clarify the work division of different levels, improve the incentive, allocation and assessment system, build a professional talent pool, and enhance the capability of disease control institutions. In addition, we need to adhere to the concept of “value healthcare” , speed up the establishment of the healthcare insurance payment system based on health outcomes, guide healthcare institutions to pay attention to disease prevention, health management and rehabilitation nursing, and foster the “prevention first” concept in medical institutions and employees. It is also necessary to strengthen the national health education, improve the national health cultivation, and enhance people’s awareness and ability to consciously maintain their own health.
