Abstract: The work on integrating non-official permanent residents into communities is a crucial part in the process of turning migrant workers into citizens and modernizing community governance. Currently, numerous non-official-resident-intensive communities face problems such as complex population mix, diverse needs for upgrading public services, and unsound community functions. Nanhai District, Foshan Municipality, Guangdong Province has been exploring tailored models for migrant population to integrate into local communities, and adopt special leadership mechanisms to coordinate administrations at different levels. Residents from different backgrounds are allowed to be integrated into the local communities through various organizations based on mutual choices and market demands. These effective efforts by Nanhai District can serve as reference to other localities. Non-official-resident-intensive areas across China need to strengthen the Party’s role at community-level work, establish offices for the work on new citizens’ integration, innovate financing mechanisms, and strengthen supporting measures for human resources reform, in a bid to improve the framework for organizing non-official residents’ integration into local communities, which is also the requirement of the new times.
