Abstract: In implementing General Secretary Xi Jinping’s important instructions on poverty-alleviation with targeted measures, the local government of Xiangxi Tujia and Miao autonomous prefecture in Hunan province, has, through enhancing grass-roots social governance system and grass-level governance capacity as its aim and ensuring and improving people’s livelihood as its fundamental guidance, vigorously promoted the construction of grass-roots grid social service administration. By strengthening organizational leadership to shore up grid service administration, the local government has paid attention to the integration of construction and administration and the optimization of the soft environment for grid service administration. Work is focused on the principal task to make grid service administration better serve the local people. Comprehensive and innovation-oriented measures are taken to strengthen the effectiveness of grid service. As a result, the governance capacity is enhanced, people’s welfare is raised, urban and rural environment is improved and the relationship between the Party and the people becomes closer. The progress made in poverty reduction has made the government and people become more confident for future development. On the basis of summing up the above-mentioned achievements, the paper puts forward some policy options. The local government needs to further flesh out the policy and planning arrangements, strengthen development integration and the cooperation-based response mechanism, intensify fiscal policy guarantee, enhance the construction of system platform and improve the effectiveness of service administration.
