Abstract: As China’s economy enters the new stage of quality-and-benefit-oriented development, culture is injected into economy as a soft productive resource, which can not only create new productivity as a productive factor, but also shape immense markets, lead the demand-driven economic development and contribute to the industrial structural upgrading through cultural originality. China’s current cultural product manufacturing and export volume are increasingly expanded, but the number of refined original products is limited and quantity has outweighed quality in cultural originality, which has checked China’s cultural progress. It is advisable to make breakthroughs in the supply-side structural reform and unleash the vigor of the productive factor market. Efforts need to be made to stimulate the originality of talented personnel and activate the excellent literature and art resources. We need to enhance production technology, strengthen evaluation and guidance and deepen the institutional reform to form a production ecosystem of cultural refinement, in a bid to update the drivers for cultural development, develop socialist literature and art, better meet the increasing cultural needs of the people and realize the sound and sustainable development in the cultural field.
