Abstract: National parks play a leading and exploratory role in the construction of ecological civilization system in China and they serve as the innovation bases with national technical standards in the field of ecological civilization construction. The original intention of the reform of national parks is to solve the problems of fragmented and multi-pronged management of land conservation and issues relating to the contradiction between conservation and development. The Master Plan on Establishing China’s National Park System issued by the central authorities in 2017 puts forward the management objectives focusing on unified and standardized management with efficiency. Therefore, it is necessary to promote the standardized management and system innovation with law-based regulation system. Taking Qianjiangyuan National Park in Zhejiang province as a case in point, this paper analyses the existing issues relating to the inconsistency between powers, responsibilities and interests, the incompatibility between relevant laws and regulations for management and the inadequate management mechanism. In view of the above-mentioned problems, efforts need to be made to address the management issues such as the contradictions between conservation and development, the innovation objectives and social demand and these issues are all touched upon in the Administrative Measures on Qianjiangyuan National Park which will be approved and issued by local government. It is hoped that these law-based measures could consolidate the achievements of ecological civilization reform.
