Wang Yiming, Vice-President of the Development Research Center of the State Council (DRC), describes the spirit of the Fifth Plenary Session of the 18th Communist Party of China Central Committee, in Liaoning, a traditional industrial base illustrative of the situation of Northeast China. He said the 13th Five-Year Plan (2016-2020) period is a window for transforming the country’s development pattern and upgrading its structures.
