Abstract:

In China, the highly productive, widely distributed and various types of straw resources can be used as fertilizer, fodder, stroma, fuel and raw materials. In general, the current utilization of straw is not technically advanced with limited added value and some mature technology need to be promoted. A certain proportion of straw is not used effectively and in some places people still burn straw, causing serious air pollution. Although some supportive policies like tax reduction and exemption, financial subsidy and program support have been issued by central and some local governments to make use of straw comprehensively, there still exist some problems and misunderstandings towards the comprehensive utilization of straw such as non-optimized utilization, the lack of systematic design, difficulty in aggregating policy effects, inappropriate transportation and storage system of straw, immature core technology and the inadequate promotion of current technologies. The government should make an accurate definition of straw resources, lead the development of comprehensive utilization of straw, make an overall planning and a long-term operation mechanism, increase policy support for industrial utilization of straw, perfect the transportation and storage system, strengthen the support of technology innovation and improve the level of industrial utilization of straw on a larger scale.
