Abstract:
Reform and development have quickened social organization division in rural areas while farmers' demand has kept upgrading and their demand structure has become complicated. However, the rural management system is not at all commensurate with the new development trend. The key to solve this issue is to make innovations to organization system which can be carried out through government and non-government organizations.
