Abstract：

The government institutional reform provides important conditions for the opening of basic industries. The goal of government institutional reform aims at realizing the separation of public policy functions, the trade supervision functions and the promoters' functions and the establishment of a fair and rational environment for market competition. The present gradual government institutional reform in different trades is favorable for the stable development of industries, but overall planning is required which includes rational organization setup, reasonable division of functions and a necessary mechanism.
