In face of fierce international competition and stern intellectual property challenge, intellectual property strategy has become an important component part of the state development strategy. The work for intellectual property got off to a late start in China and as a result from the central government down to enterprises there lacks a systematic and strategic plan on intellectual property. Therefore, there is an urgent need to establish a state intellectual property strategy system, lay emphasis on the organization and personnel guarantee of intellectual property strategy and perfect the relevant policies and market environment for the innovation, protection and utilization of intellectual property.
