An action plan of Zhongguancun, Beijing, Tianjin for building collaborative innovation was completed at the recent Beijing-Tianjin Zhongguancun Science and Technology City Development Forum. Many communities like Zhongguancun will appear in the next three years, set to contribute to Beijing, Tianjin and Hebei province.

“One chain, three belts and multi-communities” will be built.

On November 30th, 2013, the Zhongguancun Science Park Administrative Committee, the Zhongguancun development group and Baodi district signed a strategic cooperation agreement in which they committed to building Beijing-Tianjin-Zhongguancun tech city as a smart industry development area connecting Beijing and Tianjin.

In the “one chain, three belts and multi-communities” plan, “one chain” means a pilot cross-regional park chain. Zhongguancun will connect with Tianjin to build the Binhai-Zhongguancun Science and Technology Park, supporting the Yanqing-Zhangjiakou green winter Olympics area, which has a goal of zero carbon emission. It will also connect with an internet energy demonstration zone, the Shijiazhuang (Zhengding) integrated circuit industry base and Baodi-Beijing-Tianjin-Zhongguancun Tech city, creating a cooperative network of cross-regional pilot innovation parks.

Three belts means optimization of the layout of cross-regional industry. Zhongguancun will focus along Beijing-Baoding to support the integrated circuit and bio-pharmaceutical industries; the environmental, intelligent manufacturing and new materials industries will be built in Jing-tang-Qin. Through this layout pattern it is planned to use the market to cultivate strategic emerging industry clusters.

Multi-community means construction of various communities. Tianjin Binhai new area, Baodi, Shijiazhuang and Baoding have obvious advantages for creating integrated services communities and promoting formation of new entrepreneurial innovation ecosystems similar to Zhongguancun.
