International Living magazine -- a US leading resource for helping people live and travel overseas -- has released its 26th Annual Quality of Life Index. According to IL's comprehensive analysis, France again offers the greatest Quality of Life of any country, whilewar-tornIraq remains in last place.
Despite high taxes, bureaucracy, and a high cost of living, France returns after taking over the top position last year.
"France has a good climate, unspoiled countryside, and great health care. And its capital, Paris, is arguably the world's most beautiful and romantic city on earth," said Laura Sheridan, Managing Editor of International Living magazine, who conducted the study. "Add to all this the world-competitive infrastructure and you can understand why we'd name France the world's best place to live."
To produce the annual index, International Living considers nine categories: Cost of Living, Culture and Leisure, Economy, Environment, Freedom, Health, Infrastructure, Safety and Risk, and Climate. International Living uses statistics from a number of official government, non-profit, and media sources for much of the number crunching.
The United States -- which had ranked at the top of the charts for an impressive21 consecutive yearsuntil being dethroned in last year's survey -- regained its footing, and climbed back to the number 5 slot from number 7 in last year's survey.

為人們在海外生活和旅游提供指導(dǎo)的美國權(quán)威雜志《國際生活》近日公布了第26屆“年度生活質(zhì)量指數(shù)”排行榜。根據(jù)該雜志的綜合分析，法國再次當(dāng)選“生活質(zhì)量最高的國家”，而飽受戰(zhàn)爭摧殘的伊拉克則依然墊底。
盡管法國存在高稅收、高生活成本和官僚主義的問題，但繼去年問鼎之后，法國今年再次榮登榜首。
負(fù)責(zé)開展本次調(diào)查的《國際生活》責(zé)任編輯勞拉·謝里登說：“法國氣候宜人，擁有天然的鄉(xiāng)村美景，而且衛(wèi)生保健系統(tǒng)也十分完善。此外，法國首都巴黎堪稱世界上最美麗、最浪漫的城市，再加上世界一流的基礎(chǔ)設(shè)施，你就會(huì)明白為什么法國會(huì)獲此殊榮。”
《國際生活》雜志主要根據(jù)九大因素得出了這一年度指數(shù)，其中包括：生活成本、文化休閑、經(jīng)濟(jì)、環(huán)境、自由度、健康、基礎(chǔ)設(shè)施、安全風(fēng)險(xiǎn)和氣候。《國際生活》雜志在分析計(jì)算中所利用的大多數(shù)據(jù)資料來源于政府、非營利性組織和媒體。
美國曾連續(xù)21年穩(wěn)居此排行榜榜首，直到去年才被法國取代。而今年美國又重整旗鼓，從去年的第七位升至第五位。
