A cardinal rule is a rule on which all other rules hinge, i.e. a most important rule.
It is just a round about way of saying one thing is not at all as good as the other.

Stage fright is the sudden fear and anxiety one has before performing onstage before an audience.
Or they’re advising you not to be half-hearted. Perhaps this is a better explanation.
