2015年10月，習(xí)近平總書記在中國(guó)共產(chǎn)黨第十八屆中央委員會(huì)第五次全體會(huì)議上提出了創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的五大發(fā)展理念，并寫進(jìn)黨的十八屆五中全會(huì)所通過(guò)的“十三五”規(guī)劃《建議》之中。

《建議》指出：創(chuàng)新是引領(lǐng)發(fā)展的第一動(dòng)力（innovation is the primary engine of development）；協(xié)調(diào)是持續(xù)健康發(fā)展的內(nèi)在要求（coordination is an integral aspect of sustained and healthy development）；綠色是永續(xù)發(fā)展的必要條件和人民對(duì)美好生活追求的重要體現(xiàn)（green, which represents an eco-friendly outlook, is a necessary condition for ensuring lasting development as well as an important way in which people pursue a better life）；開放是國(guó)家繁榮發(fā)展的必由之路（opening up is the path China must take to achieve prosperity and development）；共享是中國(guó)特色社會(huì)主義的本質(zhì)要求（sharing is the essence of socialism with Chinese characteristics）。

我們要樹立必勝信念、繼續(xù)埋頭苦干，貫徹創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念，著力推進(jìn)結(jié)構(gòu)性改革，著力推進(jìn)改革開放，著力促進(jìn)社會(huì)公平正義，著力營(yíng)造政治上的綠水青山，為全面建成小康社會(huì)決勝階段開好局、起好步。
We shall establish a spirit to prevail, continue to immerse ourselves in hard work, implement the development concepts of innovation, coordination, green, openness and sharing. We shall put forth the efforts in promoting structural reform, and reform and opening up, promoting social fairness and justice, as well as creating a green political eco-system. We shall get off to a good start as we advance in the crucial period for China to build a moderately well-off society in all all-around way.

2012年11月，黨的十八大報(bào)告指出，建設(shè)中國(guó)特色社會(huì)主義事業(yè)，總體布局由經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)拓展為包括生態(tài)文明建設(shè)的“五位一體”。這是我們黨又一次重大理論創(chuàng)新和實(shí)踐深化，具有重大的現(xiàn)實(shí)意義和深遠(yuǎn)的歷史意義。

“習(xí)”語(yǔ)回顧：

Mutually reinforcing and interconnected, the “Five-Pronged Overall Plan” and “Four-Pronged Comprehensive Strategy” need to be implemented on a coordinated basis. To improve research methods, reduce meetings and celebratory events, reduce issuance of documents and briefings, reasonably arrange outbound visits, streamline security arrangements, reduce media coverage of high-ranking officials, prohibit publication under an individual's name, and practice frugality

2012年12月4日，中共中央政治局召開會(huì)議，審議并通過(guò)了中央政治局關(guān)于改進(jìn)工作作風(fēng)、密切聯(lián)系群眾的八項(xiàng)規(guī)定。會(huì)議強(qiáng)調(diào)，抓作風(fēng)建設(shè)，首先要從中央政治局做起，要求別人做到的自己先要做到，要求別人不做的自己堅(jiān)決不做，以良好黨風(fēng)帶動(dòng)政風(fēng)民風(fēng)，真正贏得群眾信任和擁護(hù)。

“習(xí)”語(yǔ)回顧：

中央八項(xiàng)規(guī)定既不是最高標(biāo)準(zhǔn)，更不是最終目的，只是我們改進(jìn)作風(fēng)的第一步，是我們作為共產(chǎn)黨人應(yīng)該做到的基本要求。“善禁者，先禁其身而后人。”各級(jí)領(lǐng)導(dǎo)干部要以身作則、率先垂范，說(shuō)到的就要做到，承諾的就要兌現(xiàn)，中央政治局同志從我本人做起。
The eight-point guidelines issued by the CPC Central Committee is not the highest standard, nor the ultimate goal, but the first step on our way of improving work style and the basic requirements for all Party members. As an ancient Chinese saying goes:"Those who would like to impose a ban should follow the ban in the first place". Officials at all levels should take the lead and make themselves examples, acting on what they say and promise. It starts with me here in the Political Bureau.
