習(xí)近平：實(shí)施國(guó)家大數(shù)據(jù)戰(zhàn)略加快建設(shè)數(shù)字中國(guó)

中共中央政治局12月8日下午就實(shí)施國(guó)家大數(shù)據(jù)戰(zhàn)略進(jìn)行第二次集體學(xué)習(xí)。

Implementing the national big data strategy to better serve social and economic development and improve people's lives should be accelerated, President Xi Jinping said at a key meeting. Xi, also general secretary of the Communist Party of China Central Committee, made the remark at a collective study session of the CPC Central Committee's Political Bureau on Friday.
中共中央總書(shū)記、國(guó)家主席習(xí)近平12月8日主持中共中央政治局集體學(xué)習(xí)時(shí)強(qiáng)調(diào)，要推動(dòng)實(shí)施國(guó)家大數(shù)據(jù)戰(zhàn)略，更好服務(wù)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展和人民生活改善。

大數(shù)據(jù)（big data）指規(guī)模巨大且復(fù)雜，用現(xiàn)有的數(shù)據(jù)處理工具（on-hand database management tools）難以獲取（capture）、整理（ curate）、管理（ manage）以及處理（process）的數(shù)據(jù)信息統(tǒng)稱。大數(shù)據(jù)的特點(diǎn)可以總結(jié)為4V：volume（大量）、velocity（高速）、variety（多變）、veracity（準(zhǔn)確）。

習(xí)近平在講話時(shí)指出:

我們要瞄準(zhǔn)世界科技前沿，集中優(yōu)勢(shì)資源突破大數(shù)據(jù)核心技術(shù)，加快構(gòu)建自主可控的大數(shù)據(jù)產(chǎn)業(yè)鏈、價(jià)值鏈和生態(tài)系統(tǒng)。

第一節(jié)　加快政府?dāng)?shù)據(jù)開(kāi)放共享
Section 1 Opening and Sharing of Government Data

全面推進(jìn)重點(diǎn)領(lǐng)域大數(shù)據(jù)高效采集、有效整合，深化政府?dāng)?shù)據(jù)和社會(huì)數(shù)據(jù)關(guān)聯(lián)分析、融合利用，提高宏觀調(diào)控、市場(chǎng)監(jiān)管、社會(huì)治理和公共服務(wù)精準(zhǔn)性和有效性。依托政府?dāng)?shù)據(jù)統(tǒng)一共享交換平臺(tái)，加快推進(jìn)跨部門(mén)數(shù)據(jù)資源共享共用。加快建設(shè)國(guó)家政府?dāng)?shù)據(jù)統(tǒng)一開(kāi)放平臺(tái)，推動(dòng)政府信息系統(tǒng)和公共數(shù)據(jù)互聯(lián)開(kāi)放共享。制定政府?dāng)?shù)據(jù)共享開(kāi)放目錄，依法推進(jìn)數(shù)據(jù)資源向社會(huì)開(kāi)放。統(tǒng)籌布局建設(shè)國(guó)家大數(shù)據(jù)平臺(tái)、數(shù)據(jù)中心等基礎(chǔ)設(shè)施。研究制定數(shù)據(jù)開(kāi)放、保護(hù)等法律法規(guī)，制定政府信息資源管理辦法。
We will promote the efficient collection and integration of big data in all key areas and deepen correlation analysis and integrated utilization of government and social data so as to increase the precision and effectiveness of macroeconomic regulation, market supervision, social governance, and public services. We will accelerate efforts to facilitate inter-departmental sharing and use of data resources through unified platforms for sharing and exchanging government data. We will ensure that government information systems and public data are interconnected, open, and shared by moving faster to establish an open national platform for government data. We will create a government data release and sharing catalogue and publically release data resources in accordance with the law. We will conduct overall planning for the development of infrastructure such as national big data platforms and data centers. We will conduct research on the formulation of data sharing and protection laws and regulations and introduce regulations for the management of government information resources.

Section 2 Sound Development of Big Data Industries

深化大數(shù)據(jù)在各行業(yè)的創(chuàng)新應(yīng)用，探索與傳統(tǒng)產(chǎn)業(yè)協(xié)同發(fā)展新業(yè)態(tài)新模式，加快完善大數(shù)據(jù)產(chǎn)業(yè)鏈。加快海量數(shù)據(jù)采集、存儲(chǔ)、清洗、分析發(fā)掘、可視化、安全與隱私保護(hù)等領(lǐng)域關(guān)鍵技術(shù)攻關(guān)。促進(jìn)大數(shù)據(jù)軟硬件產(chǎn)品發(fā)展。完善大數(shù)據(jù)產(chǎn)業(yè)公共服務(wù)支撐體系和生態(tài)體系，加強(qiáng)標(biāo)準(zhǔn)體系和質(zhì)量技術(shù)基礎(chǔ)建設(shè)。
We will work to see the innovative application of big data in all industries, explore new forms and models of collaborative development between big data industries and traditional industries, and move faster to improve big data industrial chains. We will accelerate efforts to tackle key technological issues in fields such as massive data collection, storage, redaction, analysis, visualization, and privacy protection. We will promote the development of big data hardware and software products. We will improve public service support systems and ecosystems for big data industries and strengthen relevant standards and quality requirements.
