第八輪中美戰略經濟對話成果

第八輪中美戰略與經濟對話6月7日在北京結束。中方與美方一道，就兩國經濟和世界經濟中的重點議題，開展了坦誠深入的溝通，雙方在經濟領域達成了六十多項成果。

China and the United States concluded their annual high-level dialogue and yielded a wide range of partnership initiatives on Tuesday, demonstrating their strong will for broadening cooperation and managing differences.
中美年度高端對話于周二（6月7日）結束，取得了廣泛的伙伴合作意向，顯示了雙方拓展合作，處理分歧的強烈愿望。

中美戰略與經濟對話（US-China Strategic and Economic Dialogue）是中華人民共和國和美利堅合眾國兩國間的定期高層對話機制，討論包括雙邊、地區和全球政治、戰略、安全及經濟議題（bilateral, regional and global political, strategic, security, and economic issues）。該對話機制是由中國國家主席胡錦濤和美國總統奧巴馬2009年4月1日在倫敦會晤時一致同意建立的。首輪中美戰略與經濟對話于2009年7月27日開幕，次日閉幕。對話地點每年在兩國首都之間輪換。

今年的戰略與經濟對話涉及的議題包括：宏觀經濟政策（macroeconomic policy）、投資協議（investment treaty）、工業產能過剩（industrial overcapacity）以及貿易糾紛（trade disputes）等。

【對話成果亮點】

1. 雙邊關系（Bilateral Cooperation）

雙方決定繼續按照兩國元首達成的共識，拓展合作，縮小分歧，推進中美新型大國關系建設。
The two sides decided to expand cooperation while narrowing differences in order to promote the building of a new model of relations between China and the United States, in accordance with the consensus reached by the two Heads of State.

重申共同致力于落實兩國兩軍領導人共識，加強風險管控措施和共同感興趣領域的務實合作，推進兩國國防部門就發展兩軍關系達成的成果。
The two sides reaffirm their commitment to implement the consensus reached by their state and military leaders respectively, and advance the outcomes produced between the two defense authorities on promoting military-to-military relations by reducing risk and deepening practical cooperation in areas of mutual interest.

雙方決定深化在預防公共腐敗和打擊跨國賄賂、查找腐敗公款、拒絕成為犯罪分子及其資產的避風港、資產返還等領域的合作。
The two sides decided to deepen cooperation on preventing official corruption and combatting transnational bribery, detecting embezzled public funds, denying safe haven for criminals and the proceeds of their crime, and recovering assets.

2. 應對地區和全球性挑戰（Addressing Regional and Global Challenges）

譴責一切形式的恐怖主義，決定繼續合作應對恐怖組織構成的全球性威脅。
China and the United States condemn all forms of terrorism and decided to continue their cooperation to counter the global threat posed by terrorist organizations.

決定加強在亞太事務上的對話，并加強在亞太經合組織、東亞峰會、東盟地區論壇等地區多邊機制框架下的合作。
The two sides decided to intensify their dialogue on Asia-Pacific affairs and to strengthen cooperation in multilateral mechanisms in the region, including APEC, the East Asia Summit, and the ASEAN Regional Forum.

3. 氣候變化和能源合作（Cooperation on Climate Change and Energy）

基于2016年3月中美元首氣候變化聯合聲明，重申雙方致力于共同努力，并與其他締約方一道推動《巴黎協定》全面實施，包括通過有關的工作計劃。
Building on the March 2016 Joint Presidential Statement on Climate Change, China and the United Statesreiterated their commitment to work together and with others to promote the effective implementation of the Paris Agreement, including through relevant work programs.

4. 環保合作（Cooperation on Environmental Protection）

中國環保部和美國環保局深化了空氣質量改善方面的合作。
The Ministry of Environmental Protection of China ( MEP) and the U.S. Environmental Protection Agency (EPA) deepened their cooperation to improve air quality.

5. 海洋合作（Maritime Cooperation）

重申進一步保護和養護世界海洋的承諾。
China and the United States reaffirmed their commitments to further the protection and conservation of the world's ocean.

重申對提高海上專業精神與規范海上行為的承諾。
China and the United States reaffirmed their commitment to promoting maritime professionalism and conduct at sea.

6. 交通合作（Cooperation on Transportation）

為了建立更加有效和安全的航空系統，并認識到中美旅游年倡議，決定加強雙方在航空安保方面的合作。
To further an effective and secure aviation system, and in recognition of the U.S.-China Tourism Year initiative, China and the United Statesdecided to enhance their cooperation on aviation security.

7. 科技、衛生和農業合作（Cooperation on Science, Technology, Health, and Agriculture）

8. 中國同意給予美國2500億元人民幣（相當于380億美元）合格境外投資者的額度，并制定中美各一家符合條件的銀行作為人民幣清算行。
China agreed to grant the US 250 billion yuan ($38 billion) under the Renminbi Qualified Foreign Institutional Investor program and assign one qualified bank in each nation as a RMB clearance bank.
