2016年經(jīng)濟工作要點出爐

12月14日，中共中央政治局召開會議，對2016年的經(jīng)濟工作進行分析研究。

The Communist Party of China (CPC) on Monday unveiled its major economic tasks for 2016, the first year of the country's 13th Five-year Plan.
14日，中共公布了明年的重要經(jīng)濟工作。2016年是“十三五”計劃實施的開局之年。

此次會議，中央對經(jīng)濟政治、文化社會形式和未來發(fā)展方向進行了全面的總結和分析。那么明年，國家將有哪些重要的規(guī)劃部署呢？一起看看吧：

經(jīng)濟合理增長
In 2016, China should continue to keep economic growth at a proper range.
2016年，中國經(jīng)濟增長將保持在合理范圍內(nèi)。

While improving domestic demand, the country should raise the quality and efficiency on the supply side. In addition, attention will be given to raise effective investment, cultivate new growth engines and reinforce the competitiveness of traditional sectors.
我國應在改善國內(nèi)需求的同時，提高供給方面的質(zhì)量和效益。此外，將著重加大有效投資、培養(yǎng)新的增長動力和加強傳統(tǒng)行業(yè)的競爭力。

深化改革開放
要深化改革開放(deepened reform and opening up)，繼續(xù)深化簡政(streamlining of administrative processes)放權(delegation of power)、放管結合、優(yōu)化服務，加大國企(state-owned firms)、財稅(taxation)、金融、社保(social security)等重要領域和關鍵環(huán)節(jié)改革力度，推出一批具有重大牽引作用的改革舉措。

防范金融風險
China should prevent and resolve financial risks and defend the bottom line to eliminate systemic and regional financial risks
要防范化解金融風險，堅決守住不發(fā)生系統(tǒng)性和區(qū)域性金融風險的底線。

化解房地產(chǎn)庫存
To reduce housing inventories, more migrant rural workers should be issued with urban-residency permits, which will allow them to purchase housing in cities.
要化解房地產(chǎn)庫存，應向更多農(nóng)民工發(fā)放城市居住證，允許他們在城里買房。

城鎮(zhèn)化
China should also increase the urbanization ratio, which is based on the number of registered urban residents.
我國提高戶籍人口城鎮(zhèn)化率。該比例是基于登記在冊的城市人口數(shù)量。

The ratio of registered urban residents to the total population was 35.9 percent at the end of 2014. An existing plan had set the target of increasing this to 45 percent by 2020.
2014年年底，城市人口占總人口的比例為35.9%，根據(jù)目前制定的計劃，2020年，戶籍人口城鎮(zhèn)化率將增至45%。

扶植企業(yè) 推動創(chuàng)業(yè)
In 2016, China will continue to promote mass entrepreneurship and innovation by relieving financial strain for companies.
明年，中國將繼續(xù)通過緩解資金壓力的方式，推動大眾創(chuàng)業(yè)、萬眾創(chuàng)新。

要幫助企業(yè)降低成本，包括降低制度性交易成本(transaction costs)、企業(yè)稅費(taxes)負擔、社會保險費(social insurance fees)、財務成本(financial costs)、電力價格、物流成本等，打出一套“組合拳”。

要積極穩(wěn)妥推進企業(yè)優(yōu)勝劣汰，通過兼并重組(mergers and reorganization)、破產(chǎn)清算(filing for bankruptcy)，實現(xiàn)市場出清。

保民生 促合作
A basic living standard should be ensured for the people, while the protection of intellectual property rights and the interests of foreign companies will help industrial cooperation with other countries and improve the domestic investment environment.
要切實保障人民群眾基本生活(basic living conditions)，保護外資企業(yè)權益和知識產(chǎn)權，這將有利于與其他國家展開行業(yè)合作和改善國內(nèi)投資環(huán)境。
