 The Yanghuiqiao No 4 Apartment Building within the Dongshan Coal Mine complex in Taiyuan, capital of Shanxi province, stands under a bridge that carries a major highway. Residents of the building, who have lived under the bridge for 15 years, have complained numerous times about the blot on their landscape to the government, the highway administration and the coal mine but are still awaiting new housing.
