          China takes gradual approach to 3G licenses

          China will gradually set up the policies on giving 3G operating licenses by observing the advanced experience of other nations and observing the market rules, while considering the practical need of the industry.

          Wang Xudong, minister of information industry, said in Beijing Monday that the Chinese government, enterprises and research institutes have been actively yet practically developing the 3G technology, and stepping up exchange and cooperation with international counterparts.

          So far, he acknowledged, China has made marked progress in the 3G-technology sector by strengthening research and development and tracing the international trend.

          In recent years, China has carried out 3G technology experiments, which provided technological evidence for outlining the 3G development strategy and industrial policies, he added. China will continue organizing concerned experiments this year.

          China will also draw on the common world practices to let telecommunication operators select 3G standard by themselves within the standards regulated by the country.

          When talking about the telecommunication charge, the minister said people in China more and more enjoyed the real benefits of declined telecommunication charges, with the reform in the information industry enhanced to shape the competitive environment.

          He stressed that China will make efforts to create a sound market-oriented system in the industry, so that the common consumers may get real benefits, by improving legislation, promoting new technology research and application, and guiding companies to beef up their own management.
