In the current period, information technology boosts the informationized society to develop with a very high speed. In military fields, the new military changes promote the rapid development of military informationization drive. The military informationization drive with the content of informationization of weaponry, information system network and integration of battle elements boosts the process of new military changes and changes the image of the armed forces, the management mode of the military forces, the mode of future war, and brings about a series of innovation and reform on military theory, army building and military commanding. All these demand us to plan the talent project at the forefront of the new military changes.

Bring forth new informationized talent-cultivation mode

In informationized period, the process of transforming military technology, military equipment and military thought is accelerated. The talent-cultivation mode which has been used for a long time can not meet the demand of the cultivation of informationized military talents. While keeping fully awareness of the status of academy education, the cultivation of informationized military talents should probe into new talent-cultivation mode.

Give full play to the "main channel" role of military academy in cultivating military talent. The practice of drawing on the experience of foreign military education and the reform experience of local higher educational institutions should be advocated for reforming the system and establishment of military academy. Cultivation of high-quality informationized talents should realize "3 changes": change from single-mode into compound mode, change from knowledge education into ability education, change from classroom theory teaching into classroom and simulated teaching.

Further explore the joint cultivation mode of academy, army and science research institutions. Academies should organize teachers and students to troop units to investigate and to learn the demands of the future informationized war on talent quality, the knowledge and ability requirement for different positions. Especially, they should learn the development trend of new equipment, the reform reality of the training method and combat method of the army so as to provide technical support for their scientific research and drilling. The army should send experienced high-quality, outstanding cadres to brief about the situation of the armed forces or to teach in academies so as to respond better to the demands on talents and the opinion on academy education.

Broaden the road of the military talents cultivation with the help of national education. From the future development point of view, the general talents that the armed forces need can be recruited and supplemented from local universities, the education of commanders and the further study of some specialties can be accomplished in local universities. Presently, the armed forces have already set out on the road of training military talents with the help of national education. It is necessary to further expand the talents cultivation channel and take in talents, especially to practise the two-way exchange with local higher educational institutions and science research institutions. It's also necessary to practise open education and absorb young people who are willing to dedicate themselves to national defense and professionals who have practical experiences, so as to turn these into a robust talents back-up force of the armed forces.

Probe into the cultivation method of informationized talents

Introduce in the position-rotation practice and enhance the comprehensive quality of the military talents. This strategy has been adopted by many countries. For example, from lieutenant to general, at least seven times of appointment to different positions are required in the Japanese Self-defense Forces.

Comrade Jiang Zemin demands: it is necessary to further perfect the cadre exchange mechanism in leading organs and military academies and embark on a road of inter-arms, inter-services and inter-department exchanges. The important thinking of Comrade Jiang reveals the basic rules of cultivating informationized military talents and has great guiding significance. We should exchange and use talents in a wider scope so as to train them on different positions and in different environment and to promote the overall improvement of the quality. The cross training and position rotation training can enhance the comprehensive quality of the military talents.

　　Change from single armed service into multi-armed services. With the size reduction and compound of military establishment, every battle unit is an organic combination of different armed services. This demands the commanders not only to be familiar with the specialty of its own armed service, but have certain knowledge of other armed services. The promotion of senior officers in the U.S armed forces has demands on the practice in other armed services and that the officers should be transferred to different positions in every 2 or 4 years.

Practice is the best classroom of learning science and technology knowledge and position is the basic platform for upgrading the science and technology quality. Based on the reality of the armed forces, we should arrange outstanding talents to positions of different armed services and select outstanding young cadres to learn in military academies. Through the cultivation of specialty and general knowledge to make them to fit in with the need of joint battle under informationized conditions.

Change the single education into multi-education. The informationized period is a period which is supported by knowledge. The basic symbol of which is the change of the quality of talents. Military confrontation in the future will be embodied in the confrontation of knowledge. Without profound science and cultural knowledge, there will be no superb commanding arts. Modern science and technology is not only highly differentiated, but highly integrated. The borderline disciplines and cross disciplines appear one after another, the settling of many problems requires the comprehensive utilization of the knowledge of several disciplines. Degree is the symbol of receiving formal and regular education and represents the knowledge accumulation and quality of a person. It is necessary to organize officers to learn in the armed forces and local universities or receive multi-education so as to expand their horizons and upgrade the comprehensive quality.

Change single training into further education. The expansion of knowledge has greatly shortened the period of virtual value of knowledge. In high-tech fields, the attenuation speed of knowledge has reached 15%-20%, and the half attenuation period has shortened to 5 years. Practice shows officers should upgrade its knowledge with a speed of 6% to 10% annually to meet the demands of new military changes. The cultivation of informationized talents can't be done once for all with just one training, further education should be carried out to supplement and upgrade the knowledge. We must establish a good further education mechanism to enhance our efforts on talent rotation training. Of course, in the current period, further education is not necessarily degree education, but it should be oriented toward informationization drive and informationization war. It is a must to take the training of high-tech knowledge and skill as the key to meet the demands of the development of informationized weaponry and the informationized war on talent knowledge structure.
