Chinese soldiers pile up rocks and sandbags to secure the banks of the Weihe River in Northwest China's Shaanxi Province, September 3, 2003. The Weihe, the Yellow River's biggest tributary, has overflowed in five places in Shaanxi. The ensuing floods and landslides have killed 38 people and another 34 are missing.
