          The United Nation's flag flies over the rubble of the UN's Baghdad headquarters following a fatal truck bomb attack August 19, 2003. The Security Council vowed on Tuesday that the deadly blast would not deter the international community from carrying out its mission to help rebuild postwar Iraq. "Such terrorist incidents cannot break the will of the international community to further intensify its efforts to help the people of Iraq," Security Council members said in a statement read by Deputy UN Ambassador Fayssal Mekdad of Syria, the Security Council president for August.
