In mid-June, Peng Dalun, deputy director of the logistics department of a group army of the Chengdu Military Area Command and other two cadres have passed graduate examination for quartermaster major of Wuhan Military Economy Institute.

Till now, the logistics department boasts 14 cadres who have owned a master degree or are reading for a master degree. According to Zeng Yunqi, the director of the logistics department, nearly one third of the cadres of the department will get a master degree in five years, and 100% will get a bachelor degree or above. It is a result of the Party committee's upgrading knowledge structure of cadres and improving qualities of them.

The logistics building of the group army once had backward management and low efficiency. Leaders of the logistics department found that the fundamental reason was that cadres lack capabilities in researching new situation and solving new problems, and some cadres had insufficient knowledge. Therefore, the Party committee of the logistics department reached a common understanding: since it was impossible to organize a large number of cadres to study released from their duties, they encouraged study in active service, to improve knowledge structure and quality of logistics cadres as soon as possible. Besides sending cadres to pursue a degree in active service, they have invited professors from the National Defence University and the Logistics Command Academy to lecture on new standards and new regulations for logistics management; according to annual study plan and everyone's own duties, they have designed a reading list for everyone; they have also organized cadres to learn computer languages and network technology, and tried to turn work process to learning process. Since last year, they have organized activity of "writing a good thousand-word essay, teaching a good lesson, and working at a grassroots unit", to encourage cadres to summarize practical experiences and improve comprehensive quality. In the first six months of this year, cadres of the logistics department had published 78 papers in academic magazines above provincial level.

The Party committee of the logistics department persisted in sending cadres to grassroots companies, and when the cadres returned, he should submit an investigation report to the Party committee and they will choose excellent reports for communication among all cadres. In this way, the cadres's abilities of leading the grassroots units have been improved. In early April this year, the section chief of quartermaster learned about complaints against the living service center from grassroots officers and men while working with them. According to their investigation, they decided to improve their purchase and service to company which enjoyed great popularity among grassroots soldiers.

The enhancement of the educational background of the cadres has input vitality to the logistics support of the group army. They have developed over 190 logistics drilling methods, over 230 technique innovation products, over 20 of them, including "logistics support methods in the frigid mountain area", have been recognized and promoted by the General Logistics Department.
