The government's policy toward minorities should ensure that they are treated with equal respect and dignity, say officials. This is correct because the best policy is to guarantee equality to ethnic groups. But the article also says economic disparity between ethnic groups in the Xinjiang Uygur autonomous region could be a source of discontent.
