CPC spells penalties for promotion misconducts

BEIJING - The Communist Party of China (CPC) on Tuesday published a regulation that sets out penalties for officials who are guilty of misconduct in the selection and promotion of government and Party cadres.

According to the regulation, leading officials in the Party committees who misuse their power and violate CPC regulations on the selection and appointment of Party and government cadres, would be "criticized and educated, and would be asked to submit written admissions of their wrongdoings."
In serious cases, they could be dismissed from their posts, demoted, transferred to other posts, or asked to resign.
They might also face disciplinary and administrative punishment from the CPC and the government, and might face criminal charges if found to have broken the law.
Other officials from the organization and personnel departments or the discipline inspection authorities, and those who might play a role in the process of official selection and promotion, would face similar punishment if they violated regulations.
Officials who had been transferred to other posts for misconduct in selection and promotion of cadres would not be eligible for further promotion for one year, the new regulation said.
Those who had been dismissed or had been asked to resign would be barred from taking posts equivalent to their original ranks for one year, and could not be promoted for two years. The demoted officials would also be barred from promotion for two years, the regulation said.
In its statement, the General Office of the CPC Central Committee urged the entire country to carry through the regulation in an earnest manner.
The regulation was key to preventing mistakes in the selection and promotion of officials, to punish illicit activities and rectify misconduct, to improve the work of official selection and promotion, and to enhance the competence of government and Party cadres, it said.
It called for the establishment of a supervision system, so that official selection and promotion could be reported before they took effect and reviewed afterwards, while misconduct could be punished.
