          Employees may pay training fees themselves

          Between 1.5 percent and 2.5 percent of employees' salary will be set aside as training fees, the Beijing Times reported Thursday, citing draft regulations on professional training posted by the Legislative Affairs Office of the State Council for public comment.

          The draft also bans employers from using the training fees for any other purposes or taking more money than required from employee's salary. The fine for these misconducts is between 10,000 yuan ($1464) and 50,000 yuan ($7320). Employees must receive training before the deductions are made.
