From October 8 to 11, 2006, the Party's Sixth Plenary Session of the Central Committee approved the Decision on Building a Harmonious Socialist Society.

The Party, for the first time in its history, emphasized the ability of "building a harmonious socialist society" as an important aspect of its ruling capacity.

This important thesis is an important paraphrase and development of Marxism theory as well as another upgrade of the theory regarding "what is socialism" and "how to build socialism."
