Xi'an has ranked one position higher than last year in the National Innovation-oriented City Innovation Capability Evaluation Report 2025, placing sixth nationwide.

Since 2023, the city has seen a steady climb in its ranking, jumping from eighth to sixth, marking a consecutive two-year improvement and demonstrating a significant leap in the city's innovation capability.

Xi'an, driven by the Qinchuangyuan Innovation Platform, continues to strengthen scientific and technological innovation, accelerate the aggregation of innovation factors, and build significant innovation potential, injecting vitality into the city's high-quality development.

Scientific and technological innovation and new quality productive forces are becoming the main drivers of Xi'an's industrial growth. From January to November 2025, the added value of industries above the designated size increased by 6.5 percent year-on-year. The production output of civil UAVs increased by 64.2 percent year-on-year while the output of charging piles for new energy vehicles increased by 49.6 percent. The lithium-ion batteries produced increased by 15.0 percent year-on-year, and the output of solar cells also grew by 8.1 percent. The output of 3D printing equipment doubled, and the output of mobile communication base station equipment increased by 3.1 times.

The city has cultivated a large cluster of high-quality, innovative enterprises, including more than 1,000 gazelle enterprises, 1,254 specialized new enterprises, and more than 2,700 high-tech enterprises above the designated size, which together form the majority of the city's innovative development.

China's first technical management academy, established in Xi'an, has systematically nurtured professional technology transfer talent, cultivating more than 5,000 managers and providing solid support for accelerating the implementation and transformation of scientific and technological achievements.

The city will continue to promote the deep integration of innovation, industrial, capital, and talent chains, support the construction of industrial innovation centers, promote the convergence of innovation resources to the front line of the industry, enable scientific and technological innovation to accurately meet industrial needs, and improve the effectiveness of innovation-driven industrial development, charting a new chapter of high-quality development.
