The landscape of international economic cooperation and competition is changing profoundly, and global economic governance systems and rules are undergoing major adjustments, bringing us to a critical crossroads in global development. Against this backdrop, President Xi Jinping has on multiple occasions affirmed that “China’s?resolve to open up at a high standard?will not change, and China’s door will open still?wider to the world.” This declaration reflects China’s confidence and determination to pursue greater opening up at a high standard.

Today, the world’s only sure path to global prosperity and development lies in openness, and economic globalization is an irreversible trend of our time. This has become a point of universal consensus. China must adapt to this development trend. To achieve this, we must have a deep understanding of the great significance of expanding high-standard opening up, and leverage it to facilitate the creation of a new development dynamic that will boost the vitality and reliability of the domestic economy while allowing us to engage in the global economy at a higher level.

This proposal offers systematic answers to the key questions in global governance, such as who should govern, how, and for whom. It thus provides the thought leadership needed to forge broad consensus for global governance reform.
The Global South: Its Position and Role in the International Arena
Thanks to common historical experiences and a shared struggle for development, Global South countries provide mutual support in advancing together on the international stage. They are also aligned in their views of and demands for the current international order and global governance.
