Full, rigorous Party governance stressed

Xi Jinping, general secretary of the Communist Party of China Central Committee, has underlined the need to improve the systems for exercising full and rigorous governance over the Party ahead of the 103rd anniversary of the Party's founding, which falls on July 1.

Xi made the statement on Thursday while presiding over a group study session of the Political Bureau of the CPC Central Committee.

On behalf of the CPC Central Committee, Xi extended his festive greetings to all Party members across the country.

He highlighted the need to continue strengthening the overall leadership of the Party and upholding the centralized and unified leadership of the CPC Central Committee.

While noting the significant achievements the Party has made in theoretical, practical and institutional innovation, Xi acknowledged that the Party faces long-term challenges and risks.

He said that the Party has established the systems for exercising full and rigorous self-governance since the 18th CPC National Congress in 2012, and self-reform is an unceasing endeavor to address the challenges and risks the Party faces.

Xi stressed the importance of establishing a coherent and effective organizational system that ensures that the decisions and policies of the CPC Central Committee can be handed down and implemented smoothly.

It is important to achieve comprehensive coverage of the Party's governance, encompassing all areas and levels and ensuring complete accountability, he said.

Xi called for efforts to explore and enhance Party building in new types of economic and social organizations and among groups in new forms of employment, and leverage the internet and information technology to strengthen Party building.

The work of arming CPC members with the Party's new theories and intensifying education on the Party's guiding principles must be carried on, he added.

Xi noted that it is a must to improve the supervision system that addresses both symptoms and root causes of problems within the Party. This involves integrating Party discipline, Party conduct and Party rules, improving mechanisms for strictly managing and supervising Party officials, and ensuring a regular system for upholding integrity and discipline, he added.

Combining internal Party supervision with public oversight is vital for creating a cohesive and authoritative supervisory system at all levels, Xi said.

He also called for enhancing supervision targeting sectors with a high concentration of power, funds and resources, in order to make sure that no privilege-seeking misconduct or corruption goes unnoticed.

The cage of rules that restrains power must be reinforced, and should be in line with the requirements of strengthening Party building in all respects, Xi noted, adding that a sound accountability system should also be enhanced.

He urged Political Bureau members to take the lead in exercising full and rigorous Party governance.
