The first-tier cities in China — Beijing, Shanghai, Shenzhen and Guangzhou — generally have the best business environment, as the four cities topped a related ranking issued by China Media Group.

The ranking is based on an evaluation system including criteria such as starting a business, credit availability, resource sharing, taxes and intellectual property protection. And four municipalities, 27 provincial capitals and five cities specifically designated in the state plan were selected to study in the group's report.
